INVITATION TO BID

PROJECT DESCRIPTION:    TAXIWAY TURNING IMPROVEMENTS – PHASE 1

Sealed bids will be received by the Capital Region Airport Authority, at the Administration Office until 1:00 p.m. (local time), on the bid date, at which time and place all bids will be publicly opened and read aloud.  ANY BID RECEIVED AFTER THE SPECIFIED TIME WILL NOT BE CONSIDERED.

The proposed Work includes the following:  Approximately 7,200 tons of new bituminous asphalt airfield pavement and paved shoulders, 6,900 square yards of new concrete airfield pavement, rehabilitation of existing asphalt and concrete airfield pavement, taxiway edge lighting and guidance signage improvements, pavement markings, and restoration.

Bidder Qualifications

Prime Bidder must be prequalified with MDOT.  The net classification required for this project is 3000 Cb (Hot Mix Asphalt/Bituminous Paving) or 3000 B (Concrete Pavement).  If the prime bidder is not prequalified in both classifications (Cb and B), then it must use a prequalified contractor for the classification for which it is not prequalified. 

In addition, this project includes Designated Item classifications of Ea (Grading, Drainage Structures and Aggregate Construction) and L (Electrical Construction).  If the prime bidder is not prequalified in these Designated Item classifications, then it must use a subcontractor that is prequalified in classifications Ea and L.  These subcontractors must be designated prior to award of the contract to the confirmed low bidder.  

There is a Disadvantage Business Enterprise (DBE) participation goal of 5.72% for this project.

A MANDATORY Pre-Bid Conference for this project will be held on April 26, 2016, at 10:00 a.m. (local time) at the Capital Region International Airport, Community Room, located at 4100 Capital City Boulevard, Lansing, Michigan  48906.

Each Bidder is individually responsible for the careful examination of the site of the proposed Work, the Proposal, Plans, General Provisions, Technical Specifications, Contract Forms and all requirements of the project.  The failure or omission by any Bidder to do so shall in no way relieve any Bidder from any obligation with respect to its bid. The Authority reserves the following rights:  to accept or reject any or all bids; and to award the Contract to the most responsive and responsible Bidder whose bid is determined by the Authority to be in its best interest.  Any and all proposals as submitted herein are subject to further negotiation at the option of Authority.  No contract or agreement of any kind arising out of this proposal and/or negotiations shall be binding or valid against the Authority, its department, officers, employees, or agents unless such contract or agreement is in writing, has been authorized by the Capital Region Airport Authority Board of Directors, and signed by the Airport Director or his designee.
