CAPITAL CITY AIRPORT MASTER PLAN UPDATE
Introduction
Capital City Airport is a valuable part of the economic base for the Lansing area. As such, it is essential to continually monitor the growth and to plan for the future of the Airport.
As part of the process to plan for the future of Capital City Airport, the Capital Region Airport Authority has begun the following planning studies:
- Airport Master Plan Update
- Airport Noise Compatibility Study Update
- Runway Safety Area Study
- Pavement Management Plan
The Airport Master Plan Update will provide guidelines for future airport development in a way that will satisfy aviation demand in a financially feasible manner while at the same time addressing airport-related environmental and socioeconomic issues existing in the community. The Airport Master Plan Update process consists of six distinct steps:
- Aviation demand forecast
- Demand/capacity and facility requirements
- Identification and evaluation of alternatives
- Environmental evaluation
- Airport plans
- Plan implementation
The Airport Noise Compatibility Study Update was submitted to the Federal Aviation Administration for review and approval on January 31, 2005. The purpose of this Study was to identify and minimize the effect of aircraft noise on the communities surrounding the Airport. The Study consists of two documents, a Noise Exposure Map Report (NEM), which quantifies noise impacts in the Airport environs, and a Noise Compatibility Program (NCP), which evaluates and recommends measures to decrease the extent and effects of aircraft noise on residents and noise-sensitive facilities in the Airport environs. The links under the Noise Compatibility Study heading in the subsequent Downloads section contain a summary of the project as well as copies of the NEM and NCP Reports. The reports are also available for review at the Capital Region Airport Authority offices.
The Runway Safety Area Study will evaluate the existing runway safety areas, assess deficiencies from Federal Aviation Administration standards, and evaluate potential airfield modifications to correct any identified deficiencies. A runway safety area is a defined surface (dimensions are dependent upon the design aircraft for the runway) surrounding the runway that is prepared or suitable for reducing the risk of damage to airplanes in the event of an undershoot, overshoot, or excursion from the runway surface.
The Pavement Management Plan will evaluate the condition of the airside pavements at the Airport and will include an assessment of the following areas: all runway surfaces, all parallel and connector taxiways, air carrier terminal ramp, United Parcel Service ramp, general aviation ramp, Superior and itinerant ramp, Aircraft Rescue and Fire Fighting perimeter road, and the service road leading to the Aircraft Rescue and Fire Fighting and maintenance facility. The Pavement Management Plan process consists of four distinct steps:
